SPSC CCE Guide 2026

The Combined Competitive Examination (CCE) run by the Sindh Public Service Commission is the main route into BS-17 provincial civil service posts in Sindh — Section Officer, Assistant Commissioner, Excise & Taxation Officer, Assistant Director and similar cadres. It follows a CSS-style structure: screening test, written papers, then interview.

    SPSC CCE (Executive Cadre)

    Education

    A bachelor's degree (second division or as specified) from a recognised university. Some cadres such as legal or technical posts require the relevant professional degree.

    Age

    The notification prints the age band and any relaxation for government servants and special categories. Age is normally counted on the closing date of applications.

    Domicile

    Sindh domicile with the correct rural/urban classification, since post allocation and quotas depend on it. Your PRC must match the domicile you claim.

    Attempts & applications

    Apply online through the SPSC portal, deposit the fee challan, and keep the printed application. Any limit on attempts or number of applications is stated in the notification.

    Screening test (MCQ)

    An objective paper covering English, general knowledge, Pakistan and Sindh affairs, Islamiat, current affairs, everyday science, basic maths and IQ. It only qualifies you for the written stage — marks usually do not carry into final merit.

    Written examination — compulsory papers

    English essay and précis/composition, general knowledge/current affairs, Pakistan studies, Islamiat (or ethics for non-Muslim candidates), and Sindhi where prescribed. These decide most of your total.

    Written examination — optional subjects

    You choose optional subjects from the notified groups, up to the prescribed total marks. Pick subjects with reliable material, past papers and overlap with your degree.

    Interview / viva voce

    A board assesses your knowledge of Sindh and national affairs, your subject choices, communication and suitability for the service. Documents are verified at this stage.

    Final merit and allocation

    Written marks plus interview produce the merit list; posts are allocated by merit, quota and preference as declared in the notification.

    What the papers actually test

    The compulsory core is the same for everyone, so it is where the exam is won or lost.

    Argumentative essay, précis, comprehension, idioms, translation, grammar and pair-of-words. Writing quality matters more than facts here.

    National and international affairs, Pakistan's economy and foreign policy, plus Sindh-specific governance and development issues.

    Pakistan movement, constitutional history, federal structure, provincial autonomy, and post-18th-Amendment governance.

    Prescribed Islamic studies syllabus; non-Muslim candidates take the ethics alternative where offered.

    Groups typically include political science, international relations, public administration, economics, sociology, history, law, sciences and mathematics — with marks caps per group.

    How to prepare for CCE 2026

    A 9–12 month plan for a first serious attempt.

    Clear the screening test early

    Build an MCQ base of English grammar, general knowledge, Pakistan and Sindh affairs, Islamiat and everyday science. This is the same core PPSC/SPSC one-paper tests use, so practice transfers.

    Write, don't just read

    CCE is a writing exam. Produce one essay and one précis every week from month one, and get them checked. Structure, argument and language carry the marks.

    Choose optionals strategically

    Pick subjects with a stable syllabus, available past papers and overlap with your degree. Avoid stacking two heavy unfamiliar subjects in one attempt.

    Own Sindh-specific affairs

    Local government in Sindh, agriculture and water issues, education reform, Karachi's urban governance and provincial finance come up in both the papers and the interview.

    Use past papers as your syllabus

    SPSC publishes past papers. Map recurring themes per paper and prepare answers for them rather than reading endlessly around the syllabus.

    Prepare the interview from day one

    Keep a file on your degree subject, district, optional subjects and current issues. The board tests depth on what you claim to know, not general trivia.

    Can I prepare for CSS and CCE together?

    Yes — the compulsory papers overlap heavily. Add Sindh-specific affairs and any Sindhi paper requirement for CCE, and keep essay and précis practice common to both.

    How important are past papers for CCE?

    Essential. SPSC publishes past papers, and themes repeat across cycles. Use them to decide what to prepare and to practise writing full answers under time.

    What does the CCE interview cover?

    Your degree subject, optional subjects, home district, Sindh and national current affairs, and general suitability for civil service. The board probes depth on whatever you claim as your area.

    Does the screening test have negative marking?

    The notification states the marking scheme for each cycle. Where negative marking applies, only attempt questions where you can eliminate at least one option.
